When you talk about the DMV rap scene you can't forget to talk about DMV artist Lil Xelly. He was recently titled by Fader the hardest working artist on soundcloud. Lil Xelly may be the most consistent artist I've ever seen and I don't think there has been a week recently that he hasn't dropped crank for the streets.
